No. Not until their adults. I don’t know a whole lot about laws, but it just doesn’t sound right.

Yes… but make sure they have a place to stay and that they have a way to talk to you 24/7. 16 is getting into the trust area in a father son relationship. If you think your son can make it back to the hotel or “hostel” with his friend without getting lost let him do it.

It all depends on what you know about your son, and his friend. Do you trust them enough?
Also, to be perfectly honest, unsupervised visits, especially with you in another country, are not the wisest choice you can make.
I would seriously reconsider this - and not allow them to go alone.
If you decide to go there yourself, that will be another matter - then at least you are in the same city
