I guess you are referring to the oyster card which is not free you have to pay weekly/monthly/anually the choice is yours. You can apply at any tube station just ask at information/ticket service help desk.

There is no way. Even kids only get free bus travel. But then you have to be under 16. Unless you’re disabled mobility wise - then you can apply.
