It will snow and rain for short bursts. Expect 30-60 minutes of rain and snow, then 1-2 hour of nothing, then 30-60 minutes … That is the norm. If you plan correctly when it is snowing or raining you will be indoors enjoying something. If you plan incorrectly turn around enjoy what you were doing for another 30 minutes then try again to leave.
If you really want to be careful just in case a storm front is passing, plan cities where most of the things you do will be indoors. Don’t plan Pompeii, Venice, Athens, or Rome where there is a lot of outdoor walking.
February/March (except Spring Break) is an awesome time to visit Europe. It is the low season so it is cheap and the crowds are minimal.

Well Southern Spain, Southern France would be good destinations for one week. The question is what do you
want to do, if you want to go to one of the large European
cities and roam the museums, theaters, good restaurants
than I would go to Paris, Berlin, Prague etc. (if you haven’t been there so far) but if you want just nice weather, warmer
climate, tourist vacation places then south Spain and France
are the right place. The rest of Europe might be quite cold and rainy.
