its the same with the nhs
we cannot take the ‘busy periods’ off work ie two weeks before xmas and the week after new year
but
we do not lose our hols

Not a financial budget, means that they can only have so many people on holiday at the same time and those dates are booked up

As already said, it isn’t a financial budget, it’s an employment budget, only a certain number of staff off at certain times.
BTW, They can’t operate a “use it or lose it” holiday policy except when a company offers more holidays than the statutory minimum - presently 24 days including bank holidays. If they try and stop you having your statutory minimum they are breaking the law!
